Dropbox downloads file everytime i open it

Issue is related to local Dropbox folder "Vault". Using Macbook 13 Pro M1. Dropbox for Vault always uses smart sync. On request to open file through finder, it should download file, and open it after download. Download doesn't happen. So I get an error.
